Ministry of Labour Unveils "Ouqoul" Platform to Boost Private-Sector Hiring of Expat Graduates

As part of its ongoing efforts to digitise recruitment and support emerging talent, the Ministry of Labour (MoL) has launched the first phase of “Ouqoul” — a smart digital platform aimed at simplifying the hiring process for private-sector companies seeking university graduates in Qatar. Developed in collaboration with Google Cloud and Mannai InfoTech, the initiative reflects the Ministry’s drive to adopt global technologies to improve efficiency and reliability across its programmes.

“Ouqoul” targets roles outside the nationalisation framework, reinforcing MoL’s commitment to creating quality job opportunities for skilled expatriates while adapting to the evolving needs of the local labour market.

Aligned with Qatar’s vision to increase career opportunities for graduates educated within the country, the platform features a user-friendly interface that connects private employers with qualified expat talent. During its initial rollout, the platform is available to institutions prioritising the inclusion of local expertise in their workforce. Employers can either upload job requirements as PDFs or generate listings directly through the platform for added convenience.

A key highlight is its AI-powered chatbot, which helps employers generate accurate, tailored job descriptions on demand.

Hamad Dalmouk, Assistant Undersecretary for Migrant Labour Affairs at MoL, described the launch as a turning point in linking Qatari university graduates to impactful careers in the private sector. He emphasised its role in building a stronger, more skilled workforce while supporting homegrown talent.
