HH Sheikha Moza Attends Launch of WISE Education Index to Rethink Global Learning

Doha, November 27 (QNA) - HH Sheikha Moza bint Nasser, Chairperson of Qatar Foundation (QF), has attended the launch of the WISE Education Index - a global framework designed to rethink how the effectiveness of education systems is assessed worldwide.

The announcement was made during a high-level consultative workshop at the WISE 12 Summit in Doha. The session was attended by HE QF Vice Chairperson Sheikha Hind bint Hamad Al-Thani; HE Minister of Education and Higher Education Lolwah Al Khater; along with leading researchers, economists and policymakers, who reviewed the index ahead of its pilot phase.

The index aims to fill a major gap in global education measurement. While education systems evolve rapidly in response to demographic and technological shifts, existing international indicators - such as literacy, access and employability - often fail to capture the full continuum of learning, from early childhood conditions to lifelong learning and wellbeing.

Unlike traditional metrics focused on fixed outcomes tied to national wealth, the WISE Index accounts for disparities in resources, teacher readiness, infrastructure and systemic processes. By integrating these dimensions, it offers a process-driven, holistic model that explains not only what systems achieve, but how they improve over time.

Nouf Al Suwaidi of Qatar's National Commission for Education, Culture and Science said the index has strong potential as a policymaking tool that reflects the true purpose of education. Dr Asyia Kazmi, incoming CEO of WISE, said it assesses the conditions that make learning possible, from early childhood health to lifelong learning opportunities, addressing a global landscape marked by data abundance but information scarcity.

Developed in partnership with SUMMA - a leading education research and innovation lab selected following an international evaluation, the index uses a multidimensional structure covering inputs, processes and outcomes. Insights from the workshop will feed into a 2026-27 pilot study spanning multiple countries, ahead of the index's first full release in late 2027.
